What Is a Roadworthy Certificate (RWC)?
A Roadworthy Certificate (RWC) is a legal requirement in Victoria that certifies a vehicle is safe for road use. It is issued only by licensed vehicle testers (LVTs) after an inspection to confirm that key safety components meet the required standards.
When Do You Need an RWC?
You need a roadworthy certificate in Victoria if:
Selling a Vehicle
A valid RWC is required to transfer ownership.
Re-registering an Unregistered Vehicle
Must pass an RWC inspection before re-registration.
Clearing a Defect Notice
Required to confirm repairs have been made.
First-time Registration for Some Vehicles
Used imports or individually constructed vehicles need an RWC.
What Does a Roadworthy Inspection Cover?
The roadworthy inspection focuses on safety-critical areas of the vehicle, ensuring it meets the minimum safety standards.
Tyres & wheels
Checking tread depth, condition, and correct fitment.
Brakes
Ensuring the braking system is effective and safe.
Steering & suspension
Examining components for wear and damage.
Lights & indicators
Confirming all lighting systems function correctly.
Windscreen, windows & wipers
Ensuring proper visibility and functionality.
Seatbelts & seats
Verifying all seatbelts work correctly and seats are securely mounted.
Chassis & structure
Checking for rust, damage, or structural weaknesses.
Exhaust & emissions
Ensuring no leaks and system compliance.
Important Note:
The RWC does not cover the vehicle’s general mechanical condition, engine, transmission, or non-safety-related items.
